Just a stab at it, but isn’t this what you get when you build a pin wheel?
Meed a working model?. Modify a bicycle wheel to have fins that rotate in the wind and attach a bicycle light generator (if you can still buy those things) and you have a 1/4 watt wind-powered generator.
Another option is to look at
and develop something a bit more sophisticated.
